13 CBD Marketing Agencies for CBD, Hemp and Cannabis Brands

A good CBD marketing agency knows which channels you can actually use, gets your ad accounts approved where approval is possible, and builds the rest of your growth on SEO, email, SMS, PR and partnerships. The 13 agencies below were active and serving CBD, hemp or cannabis brands as of October 2026, based on their own websites.

Below you'll find what each one offers and who it suits, a summary of the CBD rules on major ad platforms, and a checklist for choosing a partner.

Why CBD marketing needs a specialist

CBD brands can't just hand a budget to a general agency and expect normal results. Most major ad platforms either ban CBD or allow only narrow product types in narrow locations, often with third-party certification first. Health and efficacy claims are restricted, and payment processing and ecommerce platforms add their own rules.

The legal ground is also moving. A federal law signed on November 12, 2025, redefines hemp using a total THC standard and caps intoxicating cannabinoids in finished consumer products, with an effective date of November 12, 2026, according to an analysis by law firm Scarinci Hollenbeck. Talk to your own counsel about how it affects your products, and expect a good agency to adjust messaging as rules change.

CBD advertising rules on major platforms

These summaries come from each platform's own policy pages as of October 2026. Policies change often, so confirm the current version before you launch.

Google's recreational drugs policy allows ads for topical, hemp-derived CBD products with 0.3% THC or less (creams, lotions, roll-ons and similar). Its unapproved pharmaceuticals and supplements policy says CBD advertisers may serve ads only in California, Colorado and Puerto Rico, and some formats such as the YouTube Masthead are excluded.

Topical CBD advertisers must first be certified by LegitScript, then apply for Google's CBD certification. Google's original 2022 announcement also states that other CBD products, including supplements, food additives and inhalants, remain prohibited.

Meta (Facebook and Instagram)

Meta has a dedicated CBD and Related Products policy within its advertising standards. Under its July 2023 update, as reported by High Times:

  • Non-ingestible CBD products with 0.3% THC or less can be advertised in the US only, with LegitScript certification and written permission from Meta.
  • CBD ads must not target people under 18.
  • Hemp products without CBD (such as hemp seed and fiber) and educational or advocacy content can run without prior permission.
  • THC and psychoactive cannabis products remain prohibited.

X (formerly Twitter)

X's drugs and drug paraphernalia policy is a global ban with country exemptions. In the US, it allows ads for topical (non-ingestible) hemp-derived CBD with 0.3% THC or less, from advertisers who are pre-approved and licensed. Ads may target only jurisdictions where the advertiser is licensed, must reach people 21 and older, and may not make efficacy or health claims or show product use.

TikTok

TikTok's healthcare and pharmaceuticals ad policy says hemp-oil products and topical CBD cosmetics may be allowed in some markets with added restrictions. Hemp products are not supported through self-serve; you must work with a TikTok sales representative. Ingestible hemp is not allowed.

What this means for your plan

Channel Topical CBD Ingestible CBD
Google Ads Limited (CA, CO, PR; certification required) Not allowed
Meta US only, with certification and permission Not allowed
X US, with pre-approval and licensing Not allowed
TikTok Some markets, through a sales rep only Not allowed
SEO, email, SMS, PR, wholesale outreach Available (claims rules still apply) Available (claims rules still apply)

For most CBD brands, especially those selling gummies, tinctures or capsules, owned channels do the heavy lifting. That makes SEO, an ROI-focused email marketing program, SMS and PR the core of most CBD agency work. Email and SMS still carry their own legal requirements; see our overview of anti-spam laws.

How to choose a CBD marketing agency

Hiring for CBD follows the same basics as hiring any agency (see our guide on how to hire a lead generation agency for the questions that matter in the first 30 days). These criteria are specific to CBD:

  1. Product fit. Topical, ingestible and pet CBD, hemp without CBD, and licensed THC products all face different rules. Ask for work with products like yours.
  2. Channel honesty. If you sell gummies or tinctures, the agency should tell you upfront that Google, Meta, X and TikTok ads are mostly closed, and show a plan built on SEO, email, SMS, PR, affiliates and programmatic networks that accept CBD.
  3. Certification experience. For topicals, ask whether they've taken clients through LegitScript and platform certification, and how long it took.
  4. Claims review. Ask who checks ad copy, product pages and emails for health and efficacy claims, and how they stay current.
  5. Ecommerce depth. Most CBD revenue is online. Check their experience with your store platform, subscriptions and payment processing constraints.
  6. Measurement. Ask what they report monthly and how it ties to revenue, not just traffic or impressions.
  7. Terms. Prefer month-to-month or short initial terms with clear deliverables. Forge Digital Marketing, for example, states month-to-month agreements on its site.

Red flags

  • Promises to run Meta or Google ads for ingestible CBD.
  • Suggestions to disguise landing pages or rotate ad accounts to get around platform rules. That risks bans on your business accounts.
  • Copy that says CBD treats, cures or prevents a condition.
  • Guaranteed revenue or ROAS before they've seen your data.
  • Case studies with no brand names or numbers you can check.
  • Long lock-in contracts with no performance review point.

Frequently asked questions

What does a CBD marketing agency do?

A CBD marketing agency handles the same work as any digital agency (SEO, paid media, social, email and SMS, web design, branding, PR) but plans it around the advertising restrictions, platform certifications and claim rules that apply to CBD and hemp products.

Can you advertise CBD on Google Ads?

Only in a narrow way. Google's policy allows topical, hemp-derived CBD products with 0.3% THC or less and FDA-approved CBD pharmaceuticals, limited to California, Colorado and Puerto Rico. Topical advertisers need LegitScript certification and then Google certification. Ingestible CBD such as gummies and oils remains off-limits.

Can you advertise CBD on Facebook and Instagram?

Meta has a dedicated CBD and Related Products ad policy. Under its 2023 update, non-ingestible CBD products with 0.3% THC or less can be advertised in the US with LegitScript certification and written permission from Meta, targeted to people 18 and older. Ingestible CBD and THC products are not allowed.

How much does a CBD marketing agency cost?

None of the 13 agencies in this list publishes package prices on its website, so expect quote-based pricing. Cost depends on channels (paid media needs a separate ad budget), scope, and whether you need ongoing work or a one-time project like a website or brand identity.

Is a cannabis marketing agency the same as a CBD marketing agency?

They overlap, but not fully. Cannabis agencies often focus on licensed dispensaries and THC brands in state-legal markets, with local SEO and menu integrations. CBD and hemp brands usually sell online nationally, so ecommerce, SEO, email and compliant paid media matter more. Ask which client type an agency works with most.
